Early Intervention (EI) consists of services and supports designed to
help families with children birth through age three who have developmental delays or disabilities. EI services are provided to families at no cost. EI services can include;

• • information about how children develop
  • parent or caregiver education
  • family support
  • developmental and instructional therapies that assist in child development.

Early intervention builds upon the natural learning that occurs in the first few years. It is a process that promotes collaboration among parents, service providers and others who are involved with the child. We follow an evidence-based coaching model to help families meet the developmental needs of their child.

Early Intervention Developmental Tracking

Do you have concerns about an infant or toddler who might be at risk for a developmental delay?
Developmental screening and tracking services include a process to regularly assess the development of a child who is at risk for developing a delay. An infant or toddler may be eligible for tracking services through Pennsylvania’s Early Intervention program if they are at risk for a developmental delay based on one of the following categories:

• • Low birth weight
  • Cared for in a hospital’s neonatal intensive care unit (NICU)
  • Prenatal substance exposure
  • Referred by a county children and youth agency
  • Exposed to lead
  • Experiencing homelessness

Planning a Successful Transition

Children exit from Infant/Toddler Early Intervention Services for a lot of different reasons. Turning three years old is one of those potential reasons. If your child has met his or her outcomes or is no longer demonstrating a qualifying delay, this means that your child is developmentally on target and is no longer needs formal supports and services through EI.

If you are moving, your child’s services can be transferred to any county in Pennsylvania OR a referral made to another state.  Any transition in your child’s life can be addressed in their plan.

Remember that you chart the course for your child’s future success!  Your child’s therapist(s) can give you lots of recommendations to aid in your child’s continued development. Your Service Coordinator will give you ideas for continued support.  This includes preschool age 3-5 EI, outpatient clinics, local programs, and developmental activities.

CDC Milestone information

From birth to 5 years, your child should reach milestones in how he or she plays, learns, speaks, acts and moves. Track your child’s development online and act early if you have a concern.  The Centers for Disease Control and Prevention (CDC) has also developed a downloadable milestone tracker mobile app for your phone.

Inclusion Pennsylvania ECE programs have worked for years to establish inclusive program policies and opportunities for all young children and increase the number of children with disabilities in ECE programs. OCDEL will continue building on the success of this work to ensure access to high-quality inclusive programming is available for all young children and their families.
